This one is fine but it is difficult to control other people's usage unless they set a maximum amount and then, they will start complaining. Typical singaporean.... Also, the gov. would have less profit from it. lol.
Policies and campaign are organised as Singapore has a scarce and precious resource, so we have to use it wisely. PUB calls on all Singaporean to play their part in water conservation. Singaporeans should be tired of the campaigns oragnised and conducted. When they get annoyed, they will surely start to take actions like saving water.

PUB has a wide-ranging water conservation plan that encourages customers to use water wisely. Singapore’s per capita domestic water consumption has been brought down from 165 litres per day in 2003 to the current 156 litres. The target is to lower it to 155 litres by 2012.
